Al-Iraqiya Member says NCSP law’s adoption “hopeless”

BAGHDAD / IraqiNews.com: A member of al-Iraqiya Bloc, Shaker Kattab, has said on Sunday that “no hope existed for the adoption of the draft-law for the National Council of Strategic Policies (NCSP) by the Iraqi Parliament.”   “The issue of adopting the draft-law for the National Council of Strategic Policies (NCSP) had ended passively and there is no hope for its ratification at all,” Kattab told IraqiNews.com news agency.   Kattab also said that the names of al-Iraqiya’s candidates for the Defense Minister’s post were sent to President Jalal Talabani, but they did not arrive to Prime Minister Nouri al-Maliki till now.   The Parliament’s Legal Committee had postponed the 2nd reading of the NCSP’s draft-law till further notice, due to non-agreement on its articles, confirming that the “process of changing those articles is a very difficult issue.”   The Parliament had voted in its 19th session on Monday, led by its Speaker, Usama al-Nujeify, and attendance by 232 Legislatures, the NCSP’s draft-law, on preliminary basis after listening to its 1st reading, whilst different political blocs had laid a condition that its text and principles “won’t stand counter to the Iraqi Constitution.”   The NCSP’s proposed Membership comprises Iraq’s President, his Vice-Presidents, the Prime Minister and his Deputy Prime-Ministers, the Parliament’s Speaker and his two Deputies, the President of Kurdistan Region, the Chairman of Iraq’s Supreme Judicial Council and 8 other members, to represent the 4 main political blocs.   SKH (TR)/SR 273
