Parliamentary EC: Kurdistan Region achieves better than CG in Electricity sector

Baghdad (IraqiNews.com) The parliamentary Committee for Energy declared that Kurdistan Region achieved within 2 years what the Central Government (CG) could not achieve in 6 years concerning the power provision since the completion rate in Kurdistan Region reached (1411) MW while for the Central Government’s MoE was (1337)MW.

A statement by the committee, received by Iraqi News (IraqiNews.com) cited Kurdistan Region managed to produce during 2009_2011 (1337)MW through out the private investments which equals what was produced by the CG within 2006_2011 after spending 19 billion Dollars.”

The statement added “The allocations of the Ministry of Electricity reached (3,20) Trillion Iraqi Dinars which is approximatly 19 Billion US Dollars, besides the US funds to this sector.”

“The ministry was supposed to produce 19,000 MW, while the provision of electricity reached only (1337)MW, which arouses the surprise about where these money went,” the statement added.

It referred “The Ministry of Electricity had contracted with German Semines Company and US (GEF) Company to buy electricity Turbines at cost of $ 11 billion to produce 11,000 MW.”

It continued saying “The contracting had been done with the earlier mentioned companies without competition and without setting allocations for it in the budget in addition to absence of the parliament approval on those contracts, which is considered as a violation to the governmental contracting law (N.1) for 2008.”

The statement clarified “Minister of Finance in that time instructed to allocate $ 5.1 billion to complete these contracts and the Central Bank of Iraq was obliged to provide $ 2.5 billion to pay these 2 companies dues.”

It noted “The turbines were delivered to MoE in batches starting from (February/2010), the ministry was supposed to prepare the infrastructures and civil works to erect theses Turbines,” stressing that “The ministry with great regret, failed to accomplish this, and that led to storing those turbines in unsuitable places besides the delay in achieving progress in electricity sector despite the huge sums paid for those equipments.”
