Ratifying federal budget without presenting final accounts constitutional violation, says MP

Baghdad (IraqiNews.com) MP Mahma Khalil, member of the Parliamentary Economy and Investment Committee stressed that “The endorsement of the federal budget without considering the final accounts of the previous year’s federal budget is a constitutional violation committed by the Federal Government and the Parliament.”

In a statement to IraqiNews.com, Khalil ruled out “Submitting the final accounts of 2012 budget to the Parliament,” noting that “Each year, the Iraqi Government and Parliament ratify the general budget unconstitutionally, while the Constitution states to send the final accounts by the Government to the Parliament.”

“The Federal Government deliberately does not send the final accounts to the Parliament in order not to reveal the files of corruption and waste of public money,” he concluded.
