Legal Expert: Parliament exclusively has right to announce certain districts as new provinces

Baghdad (IraqiNews.com) The Legal Expert, Ahmed al-Ebadi, assured that no Local Council or Governor has the right to announce a certain district as a new province.

Earlier, the Council of Ministers of Kurdistan Region held a meeting to discuss announcing Halabcha district as a new province.

Ebadi stated to IraqiNews.com “The Local Councils must get the approval of the legislative and executive authorities to announce any district as a new province.”

“According to Article 61 of the constitution, the parliament exclusively has the right to endorse a law over announcing new province,” he concluded.
