Al-Iraqiya Coalition charges State of Law Coalition with non-agreement on NCSP or Security Ministries.

BAGHDAD / IraqiNews.com: The Spokeswoman for al-Iraqiya Coalition, led by Iyad Allawi, said on Friday that the State of Law Coalition , led by Prime Minister Nouri al-Maliki, had not agreed to settle the issue of the Cabinet’s security ministries and the Kurdistan President’s initiative to form the National Council for Strategic Policies (NCSP).   “The State of Law Coalition has not agreed on anything, neither the formation of the NCSP, nor the settlement of the Cabinet’s security ministries or the balancing of the security dossider,” Maysoun Damaloujy told IraqiNews.com news agency.   She said that according to a previous accord, an agreement had been reached that the security cabinet posts be distributed among a minister by al-Iraqiya Coalition, another by the Kurdistan Coalition and a third by the State of Law Coalition; but the negotiator from the National Coaliltion, Hassan al-Sunaid had said that “the issue is to be decided by the Council of Ministers and that Dr. Ali al-Allaq, was the official in charge of the balancing; hence no agreement had been reached on those issues by the negotiating committees.”   “The Initiative of the Kurds, that had been proposed to settle the issue, had been based on the voting on the NCSP inside the Council itself and to be approved by the Parliament, for which al-Iraqiya had agreed upon, but the State of Law had not agreed upon same,” Damaloujy said.   As regards to the security ministries, she said that “the State of Law had insisted on the nomination of Saadoun al-Duleimy or Khalid al-Obeidy for the Defense Minister’s post, and it had been repeating the claim that the post had been assigned for the Sunni component and not al-Iraqiya Coalition, being a justification to keep the security ministries under Prime Minister Maliki.”   Al-Iraqiya Coalition had threatened mid this week to withdraw trust from Maliki’s government and to call for early nationwide elections, in the event of failure to achieve national-partnership, reflecting non-achievement of any progress in the negotiations of the special negotiation committees over the past few days, that would exceed the meeting of the Leaders of the Political Forces next week.   The Leaders of the Political Forces are scheduled to meet, under patronage of Iraq ’s President, Jalal Talabani, at the beginning of next week to continue the current talks, aimed to settle the differences between the State of Law and al-Iraqya Coalition, along with the U.S. withdrawal from Iraq and the trimming of the Cabinet.   SKH (FT) BAGHDAD / IraqiNews.com: The Spokeswoman for al-Iraqiya Coalition, led by Iyad Allawi, said on Friday that the State of Law Coalition , led by Prime Minister Nouri al-Maliki, had not agreed to settle the issue of the Cabinet’s security ministries and the Kurdistan President’s initiative to form the National Council for Strategic Policies (NCSP).   “The State of Law Coalition has not agreed on anything, neither the formation of the NCSP, nor the settlement of the Cabinet’s security ministries or the balancing of the security dossider,” Maysoun Damaloujy told IraqiNews.com news agency.   She said that according to a previous accord, an agreement had been reached that the security cabinet posts be distributed among a minister by al-Iraqiya Coalition, another by the Kurdistan Coalition and a third by the State of Law Coalition; but the negotiator from the National Coaliltion, Hassan al-Sunaid had said that “the issue is to be decided by the Council of Ministers and that Dr. Ali al-Allaq, was the official in charge of the balancing; hence no agreement had been reached on those issues by the negotiating committees.”   “The Initiative of the Kurds, that had been proposed to settle the issue, had been based on the voting on the NCSP inside the Council itself and to be approved by the Parliament, for which al-Iraqiya had a
