Iraq’s Parliament discusses NCSP’s draft-law

BAGHDAD / IraqiNews.com: Member of Iraq’s Parliament for the National Coalition, Abdul-Hussein Abtan, has said on Thursday that the Parliament has began discussing the 1 st reading of the draft-law on the National Council for Strategic Policies (NCSP), expressing difficulty that the draft-law would be passed by the Parliament’s session.   “The Parliament began on Thursday morning   discussing the 1 st reading of the NCSP’s draf-law, despite existence of objections by some Parliament members towards the draft-law,” Abtan told IraqiNews.com news agency.   “After I read the text of the NCSP’s draft-law, I found out that it contained huge and extensive authorities, exceeding the authorities of the President of the Republic, as the NCSP’s Chairman can meet the Three Presidencies of the country,” Abtan said, expecting that “the draft-law is very difficult to be passed by the Parliament.”   He said that “the opinion of the Parliament’s Legal Committee had been suggesting that the 1 st reading must have taken place, whilst the 2 nd reading would open the door for its discussion.”   The Leaders of Iraq’s Political Blocs had met on Aug. 2, 2011 at the residence of President Jalal Talabani, where several issues were discussed, among them the NCSP’s draft-law, which was suggested to be presented to the Parliament for its promulgation.   SKH (IT)
